Despite health improvements for Canada's Indigenous peoples over 50 years, mortality and morbidity rates remain high. Preventable deaths from injuries, violence, and suicide are linked to alcohol abuse, highlighting the need for empowerment.

Conceptual analysis of health promotion and community empowerment strategies.

Mortality and morbidity rates, though improved, are still substantially elevated compared to the general population.

Health promotion and transfer of control concepts show potential for improving health through empowerment.

Conclusions:

Addressing alcohol abuse is critical for reducing preventable deaths among Indigenous peoples.
Community empowerment through health promotion and control transfer is a promising avenue for improving Indigenous health.
Continued efforts are needed to close the health gap for Canada's Indigenous population.
