A significant gap exists between evidence-based program outcomes in efficacy trials and their effectiveness in community settings.
The skills of program implementers are critical determinants of intervention success, yet often overlooked.
Implementation fidelity is essential to bridge the gap between research and practice.

To distinguish between programmatic fidelity and implementer fidelity.
To define and propose two distinct components of implementer fidelity: adherence and competence.
To establish the reliability and utility of measuring implementer adherence and competence for training, monitoring, and outcomes research.

Main Methods:

The study defines implementer adherence and implementer competence as distinct constructs.
Observational measures were collected from a school-based preventive intervention.
Statistical analyses were used to illustrate the unique contributions of adherence and competence.
