To conduct a comparative analysis of staff activity, costs, and service quality between hospital wards utilizing temporary staff and those relying solely on permanent staff.
To identify key performance indicators and potential issues for ward managers to actively monitor in relation to temporary staffing.

A comprehensive data collection was performed across 959 NHS wards.
Data included patient dependency, nursing activity, workload, staffing levels, and quality metrics.
Wards were categorized into two groups: 659 with permanent staff only and 300 with a mix of permanent, bank, and agency staff.
