Background:

Drinking and driving poses a significant road safety challenge in China.
Road traffic crashes related to alcohol consumption are a serious public health concern.

Purpose of the Study:

To assess the scale and nature of drinking and driving in China.
To review existing legislation, practices, and institutional capacity for prevention.

Main Methods:

Data collection through existing reports.
Consultations with government officials and experts from relevant agencies.

Main Results:

Surveys in two cities indicated 4.5-4.6% of drivers exceeded the legal blood alcohol concentration (BAC) limit.
At least 20% of serious crashes in these cities were alcohol-related.
Enforcement campaigns led to significant reductions (68-87%) in drivers exceeding the BAC limit.

Conclusions:

China has strengthened its approach to preventing drinking and driving, with notable improvements in law enforcement.
Data limitations impede comprehensive evaluation of prevention benefits.
Recommendations include enhancing national crash databases, inter-agency coordination, and targeted public information campaigns integrated with enforcement.
