Background:

Australian Government funding increased 2009 pre-registration nursing and midwifery places.
Existing midwifery clinical placement deficits were exacerbated by increased course enrollment.
Maternity services faced challenges meeting the heightened demand for clinical placements.

Purpose of the Study:

To overcome difficulties in meeting increased demand for midwifery clinical placements.
To reduce the workload associated with student assessments by developing a unified tool.
To increase the availability of clinical placements through streamlined assessment processes.

Main Methods:

A unique collaboration was formed between Midwifery Academics of Victoria (MIDAC), rural and metropolitan maternity managers (RMM and MMM) groups, and the Department of Health (DOH) Victoria.
The group identified the proliferation of diverse clinical assessment tools as a significant barrier.
A Common Assessment Tool (CAT) was developed and implemented across Victorian pre-registration midwifery courses.

Main Results:

The Common Assessment Tool (CAT) was developed in 2009 and implemented in 2010.
The CAT aimed to reduce the workload for supervising midwives by standardizing assessments.
The initiative was designed to release additional clinical placement capacity within maternity services.

Conclusions:

The collaborative development of the Common Assessment Tool (CAT) offers a blueprint for future inter-sectoral projects.
This unique collaboration between academia, industry, and government yielded benefits and challenges.
Opportunities for future collaborations involving industry, government, regulators, and the tertiary sector were identified.
