Background:

Trauma-informed child welfare systems (TICWSs) are conceptualized but lack documented implementation models.
Previous efforts focused on individual practice rather than system-wide transformation.

Purpose of the Study:

To describe a field-tested model for implementing TICWSs.
To identify core elements and lessons learned for developing TICWSs.

Main Methods:

A grassroots effort involving key stakeholders (e.g., Department of Human Services, schools) in nine Michigan communities.
Documenting the emergent core elements of the TICWS implementation process.

Main Results:

Six core elements for a TICWS emerged: project champion, trauma identification, comprehensive assessment, evidence-based treatment, common trauma language, and trauma-informed decision-making.
New instruments for assessing TICWS were identified.
Lessons learned for TICWS development were highlighted.

Conclusions:

The described model offers a practical approach for communities aiming to establish TICWSs.
Successful TICWS implementation requires collaboration among diverse stakeholders and a focus on system-level change.
