Background:

Post-1989 transition to a stable democracy and market economy in Poland.
Replaced centralized Semashko health system with decentralized mandatory health insurance.
Established National Health Fund (NFZ) as the sole payer, separating financing and provision.

Purpose of the Study:

To analyze the organization, financing, and delivery of the Polish health system.
To evaluate policy initiatives and identify challenges in the Polish healthcare landscape.
To assess the efficiency and outcomes of Poland's health system in the context of EU comparisons.

Main Methods:

Analysis of health expenditure, including GDP share, public/private sources, and out-of-pocket payments.
Examination of health insurance coverage, service access, and population health status (life expectancy).
Assessment of financial, allocative, and technical efficiency, considering resource constraints and policy interventions.

Main Results:

Near-universal health insurance (98%) provides broad access, but financial limitations impact service availability.
Significant improvements in life expectancy, yet a gap persists with Western EU countries.
Overall financial efficiency is satisfactory, but allocative and technical efficiency require improvement.

Policy measures like prioritizing primary care and adopting DRGs need expansion and intensification to improve system performance and public satisfaction.
