Piedmont Behavioral Healthcare (PBH) has managed North Carolina's sole Medicaid waiver program since 2005.
New legislation mandates statewide expansion of this waiver program by January 2013.

Purpose of the Study:

To evaluate the potential impact of statewide expansion of the PBH Medicaid waiver program.
To assess the feasibility of maintaining quality and access of care during expansion.

Main Methods:

Analysis of operational data from the existing PBH managed care Medicaid waiver program.
Review of legislative requirements and healthcare policy implications.

Main Results:

The PBH model indicates that statewide expansion is achievable.
