Purpose of the Study:

  • To assess public support for a potential FDA-mandated reduction in cigarette nicotine content.
  • To identify demographic and behavioral correlates of support for nicotine reduction.
  • To explore the role of political ideology in supporting FDA nicotine regulation.

Main Methods:

  • Nationally representative cross-sectional survey of US adults (n=2649) conducted in June 2010.
  • Weighted point estimates and correlates of support for mandated nicotine reduction were calculated.
  • Analysis included assessment of political ideology's influence on support for FDA nicotine regulation.

Main Results:

  • Approximately 50% of the public supported mandated nicotine reduction; 28% were undecided.
  • Support was highest among Hispanic and African American adults, and individuals with less than a high school education.
  • Smokers intending to quit within 6 months were 2.77 times more likely to support FDA nicotine regulation than those not planning to quit.

Conclusions:

  • Mandating nonaddictive nicotine levels in cigarettes could reduce youth uptake and aid adult cessation.
  • Public communication regarding the rationale for nicotine regulation is essential.
  • Proactive public education may counter potential opposition from the tobacco industry.
