Workplace drug testing (WDT) in Italy shows a decrease in positive results over four years. However, many employees testing positive are not referred for addiction treatment, indicating legal provisions are often disregarded.
Area of Science:
- Forensic Toxicology
- Occupational Health
- Public Health Policy
Background:
- Workplace drug testing (WDT) legislation was enacted in Italy in 2007, mandating tiered analysis of urine and hair samples.
- The study examines data from July 2008 to December 2011, covering a period four years after the law's approval.
Purpose of the Study:
- To evaluate the trends in workplace drug testing results in Italy.
- To assess the adherence to legal protocols for referring positive cases for addiction treatment verification.
Main Methods:
- Analysis of 10,598 urine and 72 hair samples using immunological screening (EMIT) and gas chromatography-mass spectrometry (GC-MS).
- Tracking of positive drug test results and subsequent referrals to Addiction Treatment Units.
Main Results:
- A declining trend in positive urine drug tests was observed, from 2.8% in 2008 to 1.43% in 2011.
- Only one-third of workers testing positive were referred for addiction verification.
- Significant delays or complete absence of referrals to Public Addiction Treatment Units were noted.
Conclusions:
- While positive drug test rates decreased, the implementation of WDT legal provisions in Italy appears inadequate.
- There is a critical gap in referring employees with positive drug tests for necessary addiction verification, suggesting non-compliance with the law.
