Background:

Existing early child development measures may not fully capture the holistic development of preschool children in Hong Kong.
There is a need for a culturally relevant and comprehensive assessment tool for early childhood development in Hong Kong.

Purpose of the Study:

To report the development and validation of the Hong Kong Early Child Development Scale (HKECDS).
To provide a holistic measure of child development for preschool children aged three to six years in Hong Kong.

Main Methods:

Iterative scale development process, reducing items from 190 to 95.
Administration of trial versions to preschool children (n=60 in Study 1, n=240 in Study 2).
Item analyses to assess developmental appropriateness, difficulty level, and discrimination across social backgrounds.

Main Results:

The HKECDS is a developmental scale with appropriate difficulty for preschool children.
The scale effectively discriminates between children from different social backgrounds in Hong Kong.
The final HKECDS comprises eight subscales: Personal, Social and Self-Care; Language Development; Pre-academic Learning; Cognitive Development; Gross Motor; Fine Motor; Physical Fitness, Health and Safety; and Self and Society.

Conclusions:

The HKECDS is the first early child development scale that holistically considers preschool development and current Hong Kong expectations.
The HKECDS can be utilized for evidence-based decision-making in evaluating interventions and public policies related to early child development in Hong Kong.
