Background:

Male circumcision (MC) is recognized by WHO and UNAIDS as an effective HIV prevention measure.
MC also reduces risks of other sexually transmitted infections (STIs), urinary tract infections in children, and penile cancer.
Achieving high MC rates in adults is challenging due to cultural factors and higher complication rates.

Purpose of the Study:

To evaluate the potential of neonatal male circumcision (NC) as an HIV prevention strategy in Thailand.
To identify reasons supporting and challenges against promoting NC in Thailand.
To inform HIV/AIDS prevention planning in Thailand.

Main Methods:

The study reviews existing evidence on the efficacy and safety of male circumcision for HIV prevention.
It analyzes Thailand's specific context, including HIV transmission patterns, current MC rates, healthcare infrastructure, and existing HIV services.
Potential barriers and benefits of implementing a neonatal male circumcision program are considered.

Main Results:

Neonatal male circumcision (NC) is simpler, safer, and more cost-effective than adult MC, facilitating higher coverage.
Thailand's high rate of heterosexual HIV transmission, low existing MC rate, and strong healthcare system present an opportunity for NC promotion.
