Summary

A new Public Health Preparedness and Response Core Competency Model was developed to standardize skills for public health practitioners. This model, featuring 18 competencies, aims to improve workforce readiness for all-hazards events.

Background:

The Pandemic and All-Hazards Preparedness Act mandates competency-based training for public health professionals.
Existing training lacked a standardized, observable skill set for all-hazards preparedness.

Purpose of the Study:

To develop a national standard competency model for the public health workforce.
To define behaviorally based, observable skills for preventing, responding to, and recovering from public health emergencies.

Main Methods:

A systematic review of existing competency models was conducted.
A three-stage Delphi-like process engaged national stakeholders to achieve consensus.
The process involved 366 unique individuals across three rounds.

Main Results:

A comprehensive competency model was generated, comprising 18 competencies within four core learning domains.
The model is specifically targeted at midlevel public health workers.
High response rates (79-84%) were achieved in the consensus-building process.

Conclusions:

The Public Health Preparedness and Response Core Competency Model has been adopted by practitioners and academics.
Workgroups are developing curricula based on the new model.
Further development of evaluation materials is needed to refine the model and support future training initiatives.
