Low-income families often miss out on crucial benefits from programs like WIC, SNAP, TANF, and MAP. This study found only 8% of eligible WIC families accessed all three other programs, highlighting underutilization of vital support systems.
Area of Science:
- Public Health
- Health Services Research
- Nutrition Policy
Background:
- Government assistance programs like WIC, SNAP, TANF, and MAP are vital for low-income families' nutrition and health.
- Concurrent enrollment offers a robust safety net, but is reported to be underutilized.
- Underutilization can hinder program effectiveness, client well-being, and food security.
Purpose of the Study:
- To examine concurrent participation in SNAP, TANF, and MAP among the most vulnerable WIC clients (at/below 100% Federal Poverty Level).
- To identify the extent of multi-program benefit utilization within this population.
Main Methods:
- Analysis of the Maryland WIC program infant electronic database (N=34,409) for the 12 months ending September 2010.
- Focus on infants at/below 100% FPL (N=23,065).
- Examination of enrollment data for SNAP, TANF, and MAP.
Main Results:
- Among WIC families at/below 100% FPL, only 8% were enrolled in all three additional programs (SNAP, TANF, MAP); 28% were not enrolled in any.
- Multi-program beneficiaries had significantly lower mean ages and household incomes compared to WIC-only participants.
- High rates of participation in Medical Assistance Program (MAP) (68.4%) and Supplemental Nutrition Assistance Program (SNAP) (31%) were observed, but Temporary Assistance for Needy Families (TANF) participation was lower (9%).
Conclusions:
- Concurrent enrollment in key assistance programs is significantly underutilized among the most vulnerable WIC families.
- Coordinated efforts are needed to identify and address barriers to multi-program participation.
- Optimizing enrollment can enhance the effectiveness of the social safety net and improve client outcomes.
