  • 22 regional experts rated proposed steps using a Likert scale; consensus defined by Crohnbach's α ≥ 0.90.

  • Consensus on key steps was reached rapidly, even after the first Delphi round (α=0.92 for appendectomy, α=0.90 for cholecystectomy).
