Background:

Oregon's Medicaid program underwent a major transformation in 2012.
This involved an innovative agreement with the Centers for Medicare and Medicaid Services (CMS).
CMS provided a $1.9 billion upfront investment to Oregon.

Purpose of the Study:

To describe Oregon's novel arrangement with CMS.
To compare Oregon's Coordinated Care Organization (CCO) structure with Accountable Care Organizations (ACOs) and Managed Care Organizations (MCOs).

Main Methods:

Descriptive analysis of the Oregon Medicaid transformation.
Comparative analysis of CCOs against ACOs and MCOs.

Main Results:

Oregon agreed to reduce Medicaid spending growth by 2% annually without compromising quality.
