Background:

The Psychiatric Security Review Board (PSRB) has overseen insanity acquittees in Connecticut for over 30 years.
Data indicate 365 commitments, 177 conditional releases (CR), and 215 discharges from PSRB jurisdiction.

Purpose of the Study:

To examine revocation of CR, arrests of acquittees on CR, and report arrests following discharge from PSRB jurisdiction.
To compare Connecticut's findings on insanity acquittee recidivism with existing literature.

Main Methods:

Analysis of PSRB data on acquittee movement and status.
Review of literature on recidivism among insanity acquittees.
Descriptive analysis of revocations, arrests on CR, and post-discharge arrests.

Main Results:

16% of individuals discharged from PSRB jurisdiction were rearrested.
Community supervision on CR prior to discharge significantly decreased subsequent rearrest risk.
Longer hospital stays and commitment durations were also associated with decreased rearrest risk.

Conclusions:

The rearrest rate for discharged insanity acquittees compares favorably with other offender populations.
Community supervision, longer hospital stays, and extended commitment durations are valuable in reducing recidivism.
Findings support the efficacy of community supervision in lowering recidivism for individuals with mental illness involved in the justice system.
