  • To identify irrelevant structures and reduce semantic ambiguities surrounding the concept of value.

Main Methods:

  • A comprehensive literature search was conducted across electronic databases and libraries.
  • Qualitative research methods, including concept analysis (Walker and Avant's method), were applied to 31 articles, 2 books, and 5 other documents.
  • Data saturation guided the selection and coding of articles to extract definitions, applications, attributes, antecedents, and consequences.

Main Results:

  • Eight major attributes of 'value in health policy-making' were identified: ideological origin, affecting choices, resistance to change, motivation, willingness to sacrifice, community goal-orientation, trans-situational nature, and subjectivity.
  • Alternative, antecedent, and consequent cases may exhibit variations in these attributes.

Conclusions:

  • Despite the use of value frameworks, ambiguities in defining 'value' in health policy-making persist.
  • A clearer understanding of 'value' can provide theoretical support for decision-makers, aiding in the avoidance of poor policy formulation and resource wastage.
