Summary

Implementing real-name HIV testing in China significantly improved the reporting system. This led to a substantial increase in reported HIV cases and access to anti-retroviral treatment by 2005.

Area of Science:

  • Public Health
  • Epidemiology
  • Health Informatics

Background:

  • The real-time HIV reporting system in China is crucial for disease control.
  • In 2003, only 5.4% of estimated HIV-positive individuals were reported.

Purpose of the Study:

  • To evaluate the impact of implementing a real-name HIV testing and real-time reporting system.
  • To assess the progress in HIV case reporting and treatment access.

Main Methods:

  • Analysis of HIV case reporting data before and after the implementation of the real-name system.
  • Tracking the cumulative number of reported HIV-positive cases and those receiving anti-retroviral treatment.

Main Results:

  • By 2005, reported HIV-positive cases reached 577,000, representing 67.9% of estimated cases.
  • 387,000 reported cases received anti-retroviral treatment.
  • The real-name system dramatically increased reporting rates.

Conclusions:

  • The real-name HIV test and real-time reporting system have been effective in improving HIV surveillance in China.
  • Normalization of HIV prevention and control, supported by this system, facilitates medical insurance for positive individuals.
  • This initiative aligns with the national goal of universal medical insurance.
