Background:

The Affordable Care Act increased access to primary care, but demand now outpaces physician supply.
An aging population and increased need for critical care exacerbate healthcare resource shortages.
Physician resident hour restrictions impact inpatient care, highlighting the need for flexible staffing solutions.

Purpose of the Study:

To evaluate the potential of Full Practice Authority (FPA) for nurse practitioners (NPs) in addressing primary care access issues.
To examine how FPA for NPs can improve healthcare delivery models and patient-centered care.
To identify barriers to the implementation of FPA and Prescriptive Authority (PA) for NPs.

Main Methods:

Analysis of current healthcare utilization patterns and physician supply trends.
Review of state-level legislative actions regarding NP practice authority.
Assessment of the impact of FPA and PA on NP efficiency and effectiveness.

Main Results:

Demand for primary care providers is projected to grow faster than physician supply.
21 states and D.C. have adopted FPA for NPs; 15 more considered legislation in 2016.
