Background:

  • Persistent challenges in rural Nigerian primary health care (PHC) include stock-outs, user fees, and poor community engagement.
  • Efforts to improve access to free health supplies have been hampered by systemic issues.

Purpose of the Study:

  • To evaluate telecommunication technology's role in community engagement for PHC commodity stock monitoring.
  • To assess the impact on service utilization, accountability, and community ownership.

Main Methods:

  • A pilot study in 8 PHCs across 4 Nigerian locations used telecommunication for stock information exchange.
  • Data validation involved 160 Ward Development Committee (WDC) members, 8 PHC officers-in-charge (OICs), and 383 beneficiaries over 3 months.
  • Focus was on WDC participation in inventory and service access costs.

Main Results:

  • WDC members became highly active, with 96% OIC participation in monthly WDC meetings.
  • A significant decrease in user fee collection was observed.
  • Beneficiary access to free healthcare services increased by 10%.

Conclusions:

  • Telecommunication technologies, particularly mobile phones, are effective tools for community engagement in PHC.
  • This approach can enhance monitoring of PHC commodity stocks, reduce user fees, and curb pilfering in rural areas.
