Background:

  • Despite expanded HIV testing services (HTS), 40% of individuals with HIV remain undiagnosed.
  • Novel strategies are crucial to improve the efficiency and reach of HTS.
  • The World Health Organization (WHO) sought to evaluate assisted partner notification services (APNS).

Purpose of the Study:

  • To systematically review the effectiveness of APNS in enhancing HIV test uptake and diagnosis.
  • To assess the occurrence of adverse events associated with APNS.
  • To inform the development of WHO normative guidelines for HIV testing and care.

Main Methods:

  • A systematic literature search was conducted across five electronic databases up to June 2016.
  • Eligible studies compared APNS against passive or no partner notification.
  • Meta-analysis using a random-effects model was performed for comparable outcomes.

Main Results:

  • Four randomized controlled trials and six observational studies involving 5150 participants were included.
  • APNS increased HIV test uptake among partners by 1.5-fold compared to passive referral (RR=1.46).
  • The detection of HIV-positive partners was 1.5 times higher with APNS (RR=1.47), with few adverse events reported.

Conclusions:

  • Assisted partner notification services are effective in improving partner testing and diagnosing HIV.
  • APNS demonstrates a favorable safety profile with minimal reported harm.
  • WHO strongly recommends voluntary APNS as an integral component of comprehensive HIV testing and care.
