Background:

My Health Record (MyHR) is Australia's national electronic health record (EHR) system.
Low usability and functionality have limited MyHR's utility and user participation.
There is a need for research into developing third-party applications for EHR data integration.

Purpose of the Study:

To describe the challenges in developing a novel patient and clinician web-based software application for MyHR.
To provide insights from the pioneering development experience of a third-party MyHR application.

Main Methods:

A case study approach was used to investigate the development and implementation of Actionable Intime Insights (AI²).
AI² translates Medicare claims data from MyHR into a health data timeline visualization.
The study identified challenges faced by the Personal Health Informatics team in the MyHR third-party development environment.

Main Results:

A nuanced understanding of MyHR data types, quality, and complexities for secondary-use applications was achieved.
Development encountered regulatory requirements for MyHR data utilization, data visualization restrictions, and third-party application testing processes.

Conclusions:

Several process, technical, and regulatory barriers were identified that hinder MyHR's potential as a health application ecosystem.
