Background:

England and Wales probation and prison services are implementing changes to enhance offender rehabilitation.
A key initiative involves introducing Enabling Environments (EE) standards into Approved Premises and prisons.

Purpose of the Study:

To examine the progress of implementing Enabling Environments (EE) standards across seven correctional facilities (four Approved Premises, three prisons).
To identify challenges and provide learning points for successful organizational change in correctional settings.

Main Methods:

Longitudinal, multisite study examining the impact of Enabling Environments (EE).
Assessment of progress toward EE standards award across seven participating sites over two years.

Main Results:

Only one site achieved the EE award in the past two years.
The majority of sites are behind schedule, with four sites relaunching the EE program.
