Background:

The Union Construction Workers' Compensation Program (UCWCP) was established in 1996 as an alternative to traditional workers' compensation.
Key features include a pre-approved medical and rehabilitation network and alternative dispute resolution (ADR).
The program emphasizes a rapid and safe return to work for injured employees.

Purpose of the Study:

To investigate differences in recovery outcomes between UCWCP and the Statutory Workers' Compensation System (SWCS).
To evaluate the effectiveness of UCWCP's specific program elements on worker recovery.
To identify potential benefits for specific worker demographics or injury severities.

Main Methods:

Analysis of claims data from 2003 to 2016, categorized by UCWCP or SWCS processing.
Outcomes assessed included temporary total disability (TTD), vocational rehabilitation (VR), claim duration, costs, and permanent partial disability (PPD).
