Background:

Cultural perspectives significantly impact patient health habits and behaviors.
Healthcare professionals exhibit diverse views on cultural sensitivity.
A validated instrument for assessing nurses' cultural competence in clinical settings is currently lacking.

Purpose of the Study:

To develop and psychometrically evaluate the Nursing Cultural Competence Scale (NCCS).
To provide a reliable tool for assessing cultural competence among clinical nurses.

Main Methods:

The study involved two phases: qualitative exploration and quantitative validation.
Phase II utilized a sample of 246 nurses in Taiwan.
Psychometric properties were assessed using exploratory and confirmatory factor analysis, internal consistency, and test-retest reliability.

Main Results:

Exploratory factor analysis identified four key factors: cultural awareness, action, resource application, and self-learning abilities, explaining 62.0% of the variance.
The Nursing Cultural Competence Scale demonstrated strong internal consistency (Cronbach's α = .88).
Test-retest reliability was found to be adequate (correlation = .70).

Conclusions:

The developed Nursing Cultural Competence Scale is a reliable and valid instrument.
This scale can aid in monitoring nurses' cultural competence.
Findings can inform nursing policies to enhance cultural competence in healthcare.
