Background:

A regional Queensland Hospital and Health Service (HHS) faced challenges in nursing care quality despite national accreditation (Australian Council on Healthcare Standards - ACHS) and mandatory Nursing and Midwifery Board of Australia (NMBA) standards.
Deficits in nursing care quality were identified, necessitating a project to significantly improve services and ensure readiness for accreditation.

Purpose of the Study:

To develop and implement a novel interactive matrix to enhance nursing care quality.
To ensure nursing practice aligns with NMBA standards and prepares the health service for ACHS accreditation.
To overcome barriers to quality improvement through critical system changes.

Main Methods:

A participatory action research design with a modified Delphi methodology for matrix development.
Organizational change management informed by Kotter's model and McKinsey 7S.
A 12-month pre-test/post-test design using quantitative and qualitative data to evaluate the matrix's impact on compliance and care quality.

Main Results:

The study protocol outlines the establishment, implementation, and evaluation of an interactive matrix.
The matrix links nursing care services to professional and practice standards, providing real-time quantitative output measures.
Data analysis will involve descriptive and comparative statistics for quantitative data and content analysis for qualitative data.
