This systematic review identified seven Multi-Criteria Decision Analysis (MCDA) software tools for health prioritization. While MCDA software offers advantages, the field requires further development for comprehensive health priority setting.
Area of Science:
- Health economics
- Decision science
- Health services research
Background:
- Health priority setting is complex, often requiring structured decision-making tools.
- Multi-Criteria Decision Analysis (MCDA) offers a framework for evaluating multiple objectives and alternatives.
Purpose of the Study:
- To systematically review studies utilizing MCDA software for health prioritization.
- To describe the technical capabilities of identified MCDA software tools.
Main Methods:
- Systematic literature review across five major databases (MEDLINE, EMBASE, Web of Science, EconLit, Cochrane) in July 2019.
- Downloaded and tested identified MCDA software tools to extract technical characteristics.
Main Results:
- Nine studies identified seven distinct MCDA software tools: 1000minds®, M-MACBETH, STAR, SMART, Visual PROMETHEE, EVIDEM, and Prioritisation Framework.
- Software varied in operating systems, MCDA techniques, visualization, and analytical capabilities (e.g., Value for Money, sensitivity analysis).
- Proprietary software generally offered more features than free alternatives.
Conclusions:
- MCDA software facilitates stakeholder inclusion, analysis of multiple alternatives/criteria, and real-time sensitivity analysis in health prioritization.
- The field of MCDA software for health priority setting is still evolving, with limited studies and underdeveloped capture of opportunity costs in many tools.
