This study introduces a new health policy framework to address the complex needs of communities. It integrates patient complexity into policy, improving the delivery of people-centered care.
Area of Science:
- Health Services Research
- Health Policy Analysis
- Complexity Science in Healthcare
Background:
- People-centered care (PCC) aims for the right care, at the right time and place, tailored to community needs.
- Current health policy lacks structured methods to address community complexity, challenging policymakers, commissioners, and providers.
- Increasing appreciation for complex community health needs highlights a gap in policy formulation and service commissioning.
Purpose of the Study:
- To propose a policy framework for integrating complexity into health policy and service planning.
- To provide a structured, evidence-based approach for policymakers and health planners.
- To enhance the delivery of people-centered care by addressing community health complexities.
Main Methods:
- Utilized the World Health Organization (WHO) components of health policy as the foundation for the framework.
- Conducted a literature review to develop a policy framework integrating complexity into health policy.
- Juxtaposed complexity within the WHO components of 'vision', 'priorities', and 'roles'.
Main Results:
- A novel policy framework is presented that integrates complexity into health policy formulation.
- Complexity is positioned within the 'vision', 'priorities', and 'roles' of WHO health policy components.
- The framework offers a method for analyzing and developing health policy.
Conclusions:
- The proposed framework supports policymakers and health planners in conducting policy analyses.
- Further research is needed to refine the modeling of complexity, incorporating consumer needs and provider capabilities.
- Integrating patient complexity into policy can inform service provision decisions and improve healthcare delivery.
