Background:

The China Comprehensive AIDS Response Program (China CARES) is a critical initiative for HIV/AIDS prevention and control in China.
Evaluating the program's work indicators is essential for identifying strengths and areas needing improvement.
Understanding regional disparities in program effectiveness is crucial for targeted interventions.

Purpose of the Study:

To analyze the performance of work indicators within the China Comprehensive AIDS Response Program (China CARES).
To provide data-driven recommendations for the future direction and optimization of the program.
To compare the effectiveness of different program areas and identify best practices.

Main Methods:

Calculation and comparison of scores for each work indicator using M(Q1,Q3) notation.
Application of the entropy weight method to determine composite indicator scores.
Normalization of composite scores to a 100-point scale for standardized comparison across indicators and program areas.

Main Results:

High scores were observed for organizational leadership and management (96.0), publicity and education (94.0), and innovative strategies (98.0).
Comprehensive social governance of AIDS prevention (72.0) and specific secondary indicators, including condom use among key populations and HIV testing in specific groups, scored lower.
Significant disparities were found, with county-level areas scoring lower in publicity, education, and comprehensive intervention compared to urban areas.

Conclusions:

The China CARES program demonstrated a generally positive performance in 2020, but progress was uneven across different operational areas.
Strengthening comprehensive intervention and comprehensive social governance of AIDS prevention are recommended.
Adjusting evaluation indicators is suggested to enhance the program's evaluation system and promote overall progress in HIV/AIDS response.
