Background:

Existing nursing home quality performance measures can be confusing for consumers, administrators, and regulators.
A unified, multidimensional evaluation is needed to simplify quality assessment.

Purpose of the Study:

To introduce a methodology for a multidimensional assessment of nursing home quality.
To provide policymakers, administrators, and consumers with a clear evaluation of nursing home performance.

Main Methods:

Data Envelopment Analysis (DEA) was employed to integrate multiple quality measures into a benchmarking model.
Statewide results from New York State (NYS) Department of Health data were used to compare DEA performance scores with the Five-Star rating.

Main Results:

212 out of 526 nursing homes achieved optimal performance.
Public nursing homes demonstrated the highest average performance scores and were most likely to be on the efficiency frontier.
A weak correlation was observed between DEA performance scores and the NYS Five-Star quality ratings.

Conclusions:

Data Envelopment Analysis (DEA) offers a comprehensive method for evaluating nursing home quality.
DEA performance scores provide granular data for benchmarking and targeted quality improvement efforts in nursing homes.
