    Background:

    • Since the 1990s, analytical frameworks and practical tools emphasizing values and principles have guided public health decision-making and practice.
    • These resources aim to support ethical reasoning among public health professionals.

    Purpose of the Study:

    • To identify and classify values and principles within public health ethics frameworks and tools.
    • To analyze the meanings and articulations of these identified values and principles.

    Main Methods:

    • A systematic review following PRISMA-S guidelines was conducted.
    • The review encompassed 3 databases and documents published over the past 30 years.
    • A multidisciplinary interpretive framework was used for corpus analysis.

    Main Results:

    • 51 publications were included, with a majority from North American organizations.
    • 110 distinct values and 153 principles were identified.
    • Key themes included justice, autonomy, beneficence, non-maleficence, governance, and evaluation of actions.

    Conclusions:

    • The findings suggest the existence of unpublished public health ethics frameworks and tools.
    • While identified values and principles align with core public health characteristics, a unique public health ethics is not yet fully established.
