Background:

  • Value assessment frameworks (VAFs) are crucial for evaluating health technologies and informing coverage policies.
  • Existing VAFs are predominantly developed for high-income countries, necessitating context-specific adaptations.
  • There is a need for a VAF tailored to the unique healthcare landscape of China.

Purpose of the Study:

  • To identify key value attributes for developing a VAF in China.
  • To inform the creation of a VAF that supports health technology assessment (HTA) and coverage policymaking in China.

Main Methods:

  • A qualitative description approach was employed.
  • Semi-structured interviews were conducted with 34 diverse Chinese stakeholders (policymakers, providers, patients, industry).
  • A review and analysis of 16 Chinese government documents related to HTA and coverage policies were performed.

Main Results:

  • Twelve value attributes were identified and grouped into eight categories.
  • These attributes include disease severity, health benefit (survival, outcomes), safety, economic impact (cost-effectiveness, budget impact), innovation, organizational impact, health equity, and evidence quality.
  • The identified attributes were finalized through consensus meetings.

Conclusions:

  • The 12 identified value attributes are foundational for developing a VAF in China.
  • This VAF will aid in assessing the value of health technologies and guiding coverage decisions within China.
  • The study contributes to adapting global HTA tools for a specific national context.
