Summary

This study developed a port resilience index to assess how Chinese ports adapted to COVID-19 challenges. Resilient ports demonstrated higher throughput and lower congestion, improving overall port governance performance.

Background:

The COVID-19 pandemic introduced unprecedented challenges to global port operations, necessitating adaptive strategies.
Ports are critical nodes in global supply chains, and their resilience is vital for economic stability.

Purpose of the Study:

To develop a multi-stakeholder port resilience index system.
To evaluate the resilience of 22 major Chinese ports from 2020-2021.
To investigate the impact of port resilience on port governance performance.

Main Methods:

Entropy weight method applied to construct the port resilience index.
Analysis of data from 22 major Chinese ports during 2020-2021.
Statistical investigation of the relationship between port resilience and governance performance.

Main Results:

The developed port resilience index system effectively measured port adaptability.
Resiliently-governed ports achieved higher throughput during the pandemic.
Enhanced port resilience correlated with reduced congestion and improved governance outcomes.
