Background:

Military-Civilian Partnerships (MCPs) are crucial for military physician deployment readiness.
Tracking clinical activity of physicians in MCPs presents significant challenges.
Effective data collection is needed to assess readiness and MCP effectiveness.

Purpose of the Study:

To introduce and evaluate a locally driven process for passive collection of external clinical workload data.
To improve the assessment of MCP physicians' deployment readiness.
To enhance the evaluation of individual MCP effectiveness.

Main Methods:

Conducted quality improvement projects from March 2020 to February 2023 at Wright Patterson Medical Center.
Assessed existing data collection, tested various methods (self-reporting, app, automated), and refined the process.
Evaluated the refined process in two MCPs, focusing on monthly healthcare data capture.

Main Results:

Identified weaknesses: unclear responsibility, inadequate physician rosters, underutilization of resources.
Implemented revisions: clear responsibility, physician matching, passive data collection via billing/IT, integration into executive meetings.
Achieved a 4-fold increase in monthly data capture at WPMC, with similar improvements at another site.

Conclusions:

The Military-Civilian Partnership Quality Improvement Program is an effective, locally driven method for capturing external clinical workload data.
This process enhances data for military providers in MCPs.
Further validation at other institutions is recommended to build a community of MCP champions.
