A new competency model was developed for public health professionals to improve emergency response. This validated framework aids in selecting, training, and evaluating staff for better public health preparedness.
Area of Science:
- Public Health
- Health Workforce Development
- Emergency Preparedness
Background:
- Effective response to public health emergencies relies on skilled professionals.
- Basic public health institutions require a standardized framework for staff competency.
Purpose of the Study:
- To develop and validate a comprehensive competency model for basic public health professionals.
- To enhance the emergency response capabilities of public health staff.
Main Methods:
- Integrative literature review and structured questionnaire survey (n=1310).
- Exploratory Factor Analysis (EFA) for factor extraction.
- Confirmatory Factor Analysis (CFA) for model validation and robustness.
Main Results:
- EFA identified key competencies: professional/technical skills, medical professionalism, knowledge, aptitude, service competence, emergency proficiency, and quality.
- The model demonstrated high validity (KMO=0.933) and reliability.
- CFA confirmed a robust model fit (χ²/df=2.461).
Conclusions:
- The validated competency model offers a strong framework for personnel management in public health.
- This model can guide the selection, training, and evaluation of basic public health professionals.
- Implementation of this model is expected to improve overall emergency response capabilities.
