Project RESPOND addressed gaps in disaster medical supplies and emergency medical services (EMS) revealed by COVID-19. It introduces a novel approach to safely treat and discharge minor injury patients at event scenes, improving disaster response capacity.

Background:

The COVID-19 pandemic exposed critical deficiencies in medical supply quality and personnel readiness within San Francisco County.
This necessitated a review of existing disaster supply caches and emergency medical services (EMS) system decompression strategies.

Purpose of the Study:

To develop Project RESPOND (Rapid Emergency Supplies for Prehospital Operations in Disaster) to enhance prehospital care infrastructure during disasters.
To improve EMS system offloading capabilities by enabling the on-scene treatment and discharge of patients with minor injuries.

Main Methods:

Designed a scalable model for disaster response, focusing on supply chain management and personnel training.
Integrated a novel protocol for managing minor injuries at the incident site to reduce hospital burden.

Main Results:

Project RESPOND provides a framework to bridge patient care infrastructure gaps during sudden-onset disasters.
The initiative enhances EMS system capacity by diverting non-critical patients from traditional healthcare facilities.

Conclusions:

The Project RESPOND model offers a template for improving disaster response policies and optimizing disaster supply caches.
This approach can be adapted by other metropolitan areas to bolster their emergency medical services and disaster preparedness.
