Estimating countries' additional carbon accountability for closing the mitigation gap based on past and future

Determining fair carbon budgets is hard. A new indicator, "additional carbon accountability," measures national responsibility for climate mitigation and carbon dioxide removal, considering past emissions and future pathways.
