1Center for Clinical, Health Economics and Outcomes Research (CCHO), Dubai, United Arab Emirates.
A new value set for the EQ-5D-5L was developed using preferences from the general adult population in the United Arab Emirates. This tool aids in assessing healthcare cost-effectiveness and population health.
Area of Science:
- Health Economics
- Psychometrics
- Population Health
Background:
- The EQ-5D-5L is a widely used instrument for measuring health status.
- Developing country-specific value sets is crucial for accurate health economic evaluations.
- No existing EQ-5D-5L value set represents the preferences of the United Arab Emirates (UAE) general adult population.
Purpose of the Study:
- To develop a value set for the EQ-5D-5L instrument tailored to the preferences of the UAE general adult population.
- To provide a tool for health technology assessment and population health studies within the UAE.
- To ensure culturally relevant and accurate health outcome measurements in the UAE.
Main Methods:
- The study adhered to the EuroQol EQ-5D-5L valuation protocol.
- Interviewer-administered face-to-face or online interviews were conducted with 1005 adults in Arabic or English.
- A 2-stage quota sampling strategy ensured representation across all 7 UAE emirates, including nationals and expatriates.
Main Results:
- A hybrid tobit model, censored at -1.0 and corrected for heteroskedasticity, was identified as the best performing model.
- Health state values ranged from -0.654 (worst health) to 1 (full health).
- Mobility problems demonstrated the most significant impact on health state preference values.
Conclusions:
- The developed EQ-5D-5L value set is suitable for use within the UAE population.
- This value set will enhance the accuracy of cost-effectiveness analyses for healthcare interventions in the UAE.
- It will also support broader applications in population health assessment and health system evaluations within the UAE.

Data measured using the interval scale are similar to ordinal level data because they have a definite arrangement. However, in the interval level of measurement, the differences between data values are meaningful even though the data does not have a starting point.
