Background:

The competency of general practitioners (GPs) in tertiary hospitals is currently unassessed.
There is a lack of standardized tools for evaluating GP competency in these settings.

Purpose of the Study:

To develop a professional competency framework specifically for GPs in tertiary hospitals.
To establish a scientific and rational tool for assessing GP competence in advanced healthcare settings.

Main Methods:

A modified Delphi method was employed, involving 19 expert participants.
Initial indicators were identified through literature review, followed by two rounds of expert surveys to achieve consensus.

Main Results:

The framework comprises 4 primary, 12 secondary, and 54 tertiary indicators.
Consensus was reached on all indicators after refining descriptions, merging, deleting, and adding indicators based on expert feedback.

Conclusions:

A scientifically sound and rational professional competency framework for tertiary hospital GPs in China was successfully constructed.
This framework is anticipated for use in medical education, research, and quality improvement initiatives within the healthcare system.
