Background:

Functioning is a key health indicator alongside mortality and morbidity.
Korea collects functioning data but lacks a standardized indicator.
This study evaluates current Korean surveys against the ICF framework.

Purpose of the Study:

Assess the comparability and comprehensiveness of functioning data in Korean health and disability surveys.
Utilize the International Classification of Functioning, Disability and Health (ICF) as a reference.
Identify potential for developing a national functioning indicator.

Main Methods:

Analyzed three Korean surveys (Population and Housing Census, KNHANES, Survey on Living Condition of PWDs).
Compared data with two international ICF-based surveys (SCI Survey, MDS).
Linked functioning information to the ICF Generic-30 Set using ICF linking rules.

Main Results:

All Korean surveys covered basic functioning (walking, washing, dressing).
Excluding one census, surveys addressed emotional functions, pain sensation, and stress handling.
Significant variations in question operationalization and response options were observed despite content overlap.

Conclusions:

Overlapping content in Korean surveys allows for data interoperability.
Existing data can inform the development of a WHO-recommended functioning indicator.
This indicator can complement existing metrics and aid in planning long-term care and rehabilitation needs.
