Manipulating reflected direction and polarization states of electromagnetic waves plays an essential role in enhancing the communication link between the transmitters and users. This paper presents an independent adjusting design strategy that allows manipulation of the reflected beam pattern and polarization state simultaneously. The proposed design strategy is based on the linear-to-dual-circular polarization decomposition and recombination concept, which first decomposes the linearly polarized incident wave into two circularly polarized (CP) components, then adds different phase delays to the two circularly polarized components and phase gradient between adjacent metasurface particles, and finally recombines the two circularly polarized components into a new linearly polarized wave. The reflected beam direction and polarization state can be altered by changing the additional phase delays and phase gradients, respectively. The proposed design strategy is analyzed theoretically, full-wave simulated with three examples, and experimentally demonstrated by two metasurfaces with the functions of cross-polarization conversion, simultaneous cross-polarization conversion, and beam deflection. The simulated and measured results agree well with each other, demonstrating the proposed design strategy and providing a low-complexity solution for improving channel utilization in wireless communication scenarios.
