Performance measures for health-system pharmacy: Updated recommendations from the Pharmacy Accountability Measures

Purpose:
Performance measures identify gaps where healthcare may be improved. Pharmacists can lead organizational improvements by taking accountability for patient care and organizational improvements in the form of targeted performance measures related to medication use and care delivery. The objective of the Pharmacy Accountability Measures (PAM) Work Group is to identify a key set of measures for which pharmacy departments may assume accountability.
Summary:
The Centers for Medicare and Medicaid Services (CMS) Measure Inventory Tool (CMIT) was queried to identify performance measures. Analyses resulted in the isolation of 2,256 measures for initial review. Measures were matched with one of 7 preidentified therapeutic categories (antimicrobial stewardship/infectious diseases, behavioral health, cardiovascular disease, glycemic control/diabetes, oncology, pain management and palliative care, and polypharmacy/comprehensive medication review/medication therapy management), resulting in a 627 remaining measures. Subject matter expert (SME) panels analyzed the measures according to a predetermined scoring system developed by the PAM Work Group. High-scoring measures (n = 71) were then ranked by the SMEs and further evaluated by the PAM Work Group to ensure specific criteria were met. A total of 31 measures were included in the final PAM listing.
Conclusion:
The shift towards value-based healthcare continues to progress. Health-system pharmacy leaders are encouraged to review these measures and explore opportunities to lead quality improvement efforts to optimize care at their respective organizations and to consider how these measures can be used to monitor and demonstrate the value of pharmacy services.
