Abstract:
This paper explores the connections between contrastive sets of scientific or science-related values and equivalently contrasting institutional values and structures evident in the very practical context of water cognition and water management in rainfed farming systems. We show how these normative framings and concepts inform distinct problem statements and the differential success of water distribution schemes. We also show how the normative transformation initiated at the village level reverberates through an interrelated set of value-laden conceptual contraries used to describe and analyze state-community relations.
