Abstract:
The integration of e-claim data into health research ecosystems represents a pivotal advancement in leveraging big data for population health, as explored in this study of its application within the Academic Health System (AHS) in Yogyakarta, Indonesia. Drawing from global and local examples, including Taiwan's National Health Insurance claims database, we examine the potential of e-claim data in addressing healthcare disparities, informing policy, and fostering innovation. The study examines data preprocessing and governance mechanisms, emphasizing de-identification processes, data standardization, and adherence to ethical principles. We argue that effective governance frameworks are critical for sustaining and scaling the use of e-claim data. These frameworks must balance privacy with utility, integrating stakeholders from academic, clinical, and policy sectors. Finally, the paper outlines strategic pathways for broader data integration and policy alignment with Indonesia's SATUSEHAT system, envisioning a robust, sustainable health informatics ecosystem.
