Background:

  • Growing demand for evidence-informed policymaking (EIP) highlights a need for effective issue prioritization methods.
  • Existing methods for prioritizing knowledge translation (KT) efforts are limited, creating a gap in practical application.

Purpose of the Study:

  • To develop a conceptual framework for prioritizing issues for KT and EIP.
  • To address the need for structured approaches to issue prioritization, as requested by the WHO.

Main Methods:

  • A critical interpretive synthesis (CIS) was employed to systematically review and synthesize relevant literature.
  • A detailed search strategy based on a "compass" question guided the identification of eligible papers.

Main Results:

  • A multi-level conceptual framework was developed, detailing "pathways" (collaborative, demand-driven, supply-driven), "phases" (Preparatory, prioritization, knowledge translation, scale-up and sustainability), and "steps" within each pathway.
  • Key contextual factors influencing prioritization were identified across four categories: institutions, ideas, interests, and external factors.
  • Cross-cutting elements of stakeholder engagement and capacity strengthening were highlighted.

Conclusions:

  • The CIS successfully generated a comprehensive conceptual framework for prioritizing issues in KT and EIP.
  • This framework provides a foundation for a WHO tool to support practical prioritization and contributes to the operationalization of EIP.
