Identifying and prioritizing essential skills for the circular economy workforce

Abstract:
Transitioning to a Circular Economy (CE) is vital for sustainable development but faces challenges due to workforce skills gaps. Existing research often identifies potential CE skills without systematic prioritization based on diverse expertise. This study addresses this gap by identifying and prioritizing essential skills required for an effective CE workforce. Employing a sequential exploratory mixed-methods design, semi-structured interviews with 45 international experts (from China, France, US, UK) were conducted. Thematic analysis revealed a comprehensive skill framework categorized into four key dimensions-Strategic, Technical, Interpersonal, and Digital. Subsequently, the Fuzzy Analytic Hierarchy Process was used for quantitative prioritization based on expert judgments. The analysis highlighted the synergistic importance of technical, strategic-cognitive, and digital skills, with Circular Product Design (DfX Principles), Systems Thinking, LCA & Material Flow Analysis, Holistic Perspective Taking, and Data Analysis & Interpretation and Data Analysis & Interpretation emerging as the most critically important competencies. It delivers an empirically grounded, prioritized skill framework, providing actionable guidance for educators, industry, and policymakers to strategically cultivate the human capital required to accelerate the CE transition towards a sustainable future.
