Background:

Newly recruited nurses in neurology departments require systematic professional development.
Existing training may lack standardization, impacting early-career nursing personnel.
The Competency-based Education (CBE) model offers a framework for structured training.

Purpose of the Study:

To develop a standardized training content system for newly recruited neurology nurses.
To support the systematic professional development of early-career nursing personnel using the CBE model.
To create a practical framework for neurology nurse orientation and training.

Main Methods:

Literature review, situational analysis, and expert panel consultations were used to formulate preliminary training indicators.
The modified Delphi method was employed to refine and finalize the training content system.
Statistical analysis (expert authority coefficient, Kendall's W, coefficient of variation) validated the consensus.

Main Results:

Ten experts participated, achieving a 100% response rate across two Delphi rounds.
High expert authority (0.920) and significant concordance (Kendall's W, P <0.05) indicated consensus.
The finalized system comprises 3 primary, 12 secondary, and 82 tertiary indicators for neurology nursing competencies.

Conclusions:

The developed training content system is scientifically rigorous and reliable for neurology nursing.
It provides a standardized framework for orienting and training newly recruited nurses.
Implementation is expected to enhance overall nursing competence within the neurology specialty.
