  • A cohort study utilized VHA administrative data, comparing veterans with diabetes/hypertension who received PHI care versus those who did not.
  • Propensity score matching was employed to create comparable cohorts.
  • A difference-in-differences analysis assessed clinical quality measures (e.g., diabetes control) and preventable care use (e.g., ED visits, hospitalizations).
