In public organizations, where the most valuable asset is undoubtedly human capital, the performance of employees serves as the foundation for long-term success. This study delves into how leadership and the working environment together impact employee performance, highlighting the crucial mediating role of engagement in this dynamic. Using a solid cross-sectional design, we gathered primary data from 397 employees across 30 public sector organizations in the North Wollo Zone of Ethiopia. A quantitative approach was adopted, utilizing sophisticated analytical methods like Confirmatory Factor Analysis (CFA) and Partial Least Squares Structural Equation Modelling (PLS-SEM) through SmartPLS 4. The results demonstrate that both leadership and workplace climate exert significant direct and indirect effects on employee performance, with employee engagement acting as a pivotal mediating mechanism. In particular, the results show that supportive leadership and a positive work environment boost engagement, which ultimately leads to better performance outcomes. This research adds to the strategic human resource management literature by weaving together leadership and contextual factors into a clear theoretical model that highlights the importance of employee engagement in public sector organizations. Practically, the findings provide public sector managers with an evidence-based blueprint for enhancing organizational performance by strategically fostering leadership and environmental conditions that cultivate employee engagement.
